María Carolina Hoyos Turbay Vice minister of Information and Communications Technology, she is social communicator and graduated Journalist by Pontifica Universidad Javierana and has a Master in Business focused on strategic marketing by Universidad Francisco Vitoria of Madrid.

She is specialist in Marketing Manager of the University of San Francisco California; she received the grant Eisenhower Fellowship 2009 at Development of Telecommunication Sector. She studied strategic marketing at Harvard University and has also studies on politics of technology around information spread and digital contents convergence at the Advanced Institute of Science and Technology at South Korea.

She is also Finance director at Stetson University; she made studies at California University about business models of e-commerce and she is specialist in the creation of market values by Chile University.

Maria Carolina is a consultant and international speaker on digital content, worked as advisor of the office of the former IT Minister María del Rosario Guerra from August 2009 to January 31, 2010. She was delegated of the National Government at the Board of Directors of the National Television Commission in March 2007, an entity in which she held management between January 2008 and February 2009. Similarly, she served as executive director of the General Corporation Gustavo Matamoros D'Costa of the Ministry of National Defence.

The Vice Minister Hoyos Turbay, has extensive experience in media, she was director of the National News for three years, including the weekend news National Report emissions, she was also host and director of the research program "With You", worked at Todelar radio and Super Radio Channel. S he founded NEWS magazine.

Hoyos Turbay was nominated for the Simon Bolivar award of journalism in the category of best television chronicle because of the report "You can live again", was also nominated for best television newscast on TV y Novels Awards, and received a nomination of best coverage of news for Simon Bolivar awards with the television chronic "National Tragedy" made about the earthquake in the Coffee-Growers Axis.
